Brian Highsmith studies the mechanisms by which institutional design and political geography both mediate the translation process between public preferences for economic redistribution and achieved policy outcomes. His current research seeks to understand how residential segregation in the US contributes to fiscal pressures in excluded minority communities, which in turn may result in those jurisdictions’ shifting the costs of communal goods onto vulnerable residents through regressive funding structures.
